Who we are

Because development projects are often complex and require multiple incentives to make them financially feasible, ScaleUP helps all partners navigate this process from concept to completion.

ScaleUP provides technical assistance, educational support, resources, and relationships to U.P. communities, developers, and financial institutions.

What guides our work

Brownfield support

Support for both traditional Brownfield and Housing Tax Increment Financing (TIF)

Technical support to developers and local communities, from the exploration/conceptual stage to project completion
Assist in and work with consultants, attorneys, and lenders on the development of necessary plan documents
Assist in educating and presenting plans to local officials, as well as general stakeholder education

Housing development

Provide technical assistance to developers and communities in identifying which State and Federal funding programs and incentives align with and support their housing development goals
Guide developers and communities through the application process for available incentives, and advise on how to strategically coordinate and leverage multiple funding sources
Assist developers in working with lending institutions to structure and secure the multiple layers of financing often necessary to make housing development projects financially feasible

Land bank support

Technical assistance to local land banks and community partners to leverage properties and programs for development success, including:

Developing strategies for property acquisition, disposition, and redevelopment
Providing guidance on policies, procedures, and operational best practices
Identifying funding opportunities and assisting with grants and other financial resources
Facilitating collaboration among developers, municipalities, and community partners to advance redevelopment opportunities
