The coalition is committed to advancing strategies that will drive business investment, talent development, community revitalization, and innovation across the state.<\/p>\n\n\n\n<p>&#8220;EDLM\u2019s Top Ten reflects what we regularly hear from employers in the U.P. \u2013 they need skilled workers, practical business development tools, access to capital to compete, and tools to help with community revitalization projects.&nbsp; These are smart, targeted priorities that reflect opportunities for growth for the State, including the Upper Peninsula.&nbsp; And it is that reality that is the strength of the Top Ten list \u2013 it has broad application for the state.&nbsp; So, whether you&#8217;re in Detroit or Delta County, these policies can help communities attract jobs and scale startups. It\u2019s a chance to move from patchwork wins to statewide progress, and that\u2019s exactly what Michigan needs,&#8221; <strong>said Marty Fittante, InvestUP<\/strong> <strong>CEO<\/strong>, speaking on behalf of EDLM. \u201cThese are the smart, bold investments we believe will create economic momentum, attract and retain talent, and ensure every region of our state can thrive.\u201d&nbsp;<\/p>\n\n\n\n<p>The <strong>Top 10 Economic Development Priorities<\/strong>\u00a0outlined by EDLM include targeted investments and policy reforms across four key categories:<\/p>\n\n\n\n<p><strong>Business Attraction and Retention<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maintain Business Development Program<\/strong> at <strong>$100 million<\/strong> to stay competitive for job-creating investments.<\/li>\n\n\n\n<li><strong>Adopt a performance-based, accountable withholding tax incentive<\/strong> to support impactful project attraction and expansion.<\/li>\n<\/ul>\n\n\n\n<p><strong>Community Development<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Renew and fund the Revitalization and Placemaking (RAP) Program<\/strong> at <strong>$50 million<\/strong> to support vibrant, place-based development.<\/li>\n\n\n\n<li><strong>Renew and fund the Community Revitalization Program (CRP)<\/strong> at <strong>$50 million<\/strong> to reinvest in communities across Michigan.<\/li>\n\n\n\n<li><strong>Modernize locally driven programs<\/strong>:\n<ul class=\"wp-block-list\">\n<li><strong>SmartZone<\/strong>: Extend expiring TIF agreements by 15 years, with potential for additional extensions based on local approval.<\/li>\n\n\n\n<li><strong>Transformational Brownfield Program<\/strong>: Simplify program access and remove funding caps to unlock more redevelopment opportunities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Fund the Regional Strategic Site Readiness Program<\/strong> at <strong>$50 million annually<\/strong> to accelerate development of competitive, investment-ready sites.<\/li>\n<\/ul>\n\n\n\n<p><strong>Talent<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Maintain the Going PRO Talent Fund<\/strong>, emphasizing growth in advanced manufacturing and technology sectors.<\/li>\n\n\n\n<li><strong>Establish a $10 million Regional Talent Attraction and Retention Fund<\/strong> to support locally tailored workforce initiatives.<\/li>\n<\/ul>\n\n\n\n<p><strong>Innovation &amp; Entrepreneurship<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Double the state\u2019s R&amp;D Tax Credit<\/strong> to <strong>$200 million<\/strong> to encourage more private-sector innovation.<\/li>\n\n\n\n<li><strong>Recommit to regionally led Entrepreneurship and Innovation Programming<\/strong> at <strong>$100 million<\/strong>, restoring funding to 2012 levels (currently $15.7 million).<\/li>\n<\/ul>\n\n\n\n<p>\u201cThis list reflects our shared vision for a stronger, more competitive Michigan,&#8221; said<strong> Randy Thelen, President and CEO of the Right Place and current Chair of EDLM<\/strong>. \u201cThese are the smart, bold investments we believe will create economic momentum, attract and retain talent, and ensure every region of our state can thrive.\u201d<\/p>\n\n\n\n<p>EDLM members urge state policymakers, business leaders, and stakeholders across Michigan to support and champion these initiatives as part of a collaborative strategy to secure Michigan\u2019s future economic success.<\/p>\n\n\n\n<p class=\"has-text-align-center\">###<\/p>\n\n\n\n<p><strong>About EDLM<\/strong>&nbsp;<br>The Economic Development Leaders for Michigan (EDLM) is a coalition of Michigan\u2019s leading regional economic development organizations, working together to create a more competitive and prosperous future for the state.
